The Vatican Calls for Unity at the OSCE Ministerial Council
At the 31st annual Ministerial Council of the Organization for Security in Europe, Archbishop Paul Richard Gallagher, the Vatican Secretary for Relations with States and other Organizations, delivered a powerful message urging member states to rise above divisions and work collaboratively to address current global challenges in the “Spirit of Helsinki”.
As the OSCE prepares to mark its 50th anniversary in 2025, Archbishop Gallagher expressed the Holy See’s “great concern” over the growing divisions among its members. He emphasized the importance of preserving the organization at a time when dialogue, de-escalation, and détente are crucial.
Representatives from 40 of the 57 OSCE member states, along with cooperation partners from Asia and the Mediterranean regions, gathered in Valletta, Malta for the two-day discussions. The focus was on evaluating the current security landscape across the Euro-Atlantic and Eurasian regions, addressing ongoing challenges, reviewing OSCE operations, and appointing top positions within the organization.
Upholding the OSCE’s Principles
Archbishop Gallagher highlighted the significance of upholding the principles enshrined in the 1975 Helsinki Final Act, the organization’s founding document. He stressed the importance of friendly relations, constructive dialogue, cooperation among states, upholding obligations under international law, and respect for universal human rights.
Divisions and Breakdown of Trust
However, Archbishop Gallagher noted a lack of procedural consensus within the OSCE and a growing breakdown of mutual trust between some participating states. He expressed concern over the fragmentation and divisions that are affecting the organization’s daily work.
OSCE’s Indispensable Role
Archbishop Gallagher reaffirmed the OSCE’s indispensable role as a forum for dialogue and negotiation. He urged member states to preserve its unique mission and called for renewed efforts to foster dialogue, de-escalation, and consensus-building in the face of current global tensions.
