Recently, the European Commission has reached a common agreement with Italy regarding beach concessions. The adoption of the decree law is seen as a significant step in the right direction, with hopes of closing the infringement procedure once Italian legislation is fully aligned with EU law. A Commission spokesperson emphasized that cooperation with Rome will continue to ensure that the reform becomes effective with new bidding procedures by 2027. Another EU spokesperson added that the government’s decision is crucial and must now be implemented.
Eric Mamer, the Chief Commission spokesperson, highlighted the importance of translating the recent government decision into action and expressed the Commission’s eagerness to consider the issue resolved. He emphasized the need for proper implementation of the announced measures. There is no doubt about the intentions of the Italian government, but the focus is on execution.

The decision, however, has faced criticism from the Sib and Fiba unions. Antonio Capacchione, President of the Italian Beach Union affiliated with Fipe/Confcommercio, and Maurizio Rustignoli, President of Fiba/Confesercenti, expressed dissatisfaction with the legislative provision for putting companies up for bidding. They announced plans to gather their organizations’ leadership to evaluate the legislation and determine future union actions.
